Mr. Haves' departure, however, Mr. Chamberlain proposes to do away with the post of Assistant Commission, and an official officer of the standing of a cadet to be Secretary and Financial Assistant.
At Wei Hai Wei, Mr. Chamberlain received advice on the fact that cadets in the Eastern Colonies are paid at the rate of $25 a month initially to the Colonies, and receive £300 a year, increased to $300 a year salary after passing their examinations. It will be necessary to offer a larger salary than that provided for the post in the estimate enclosed in the letter from this Department of the 11th instant.
Under section 3 of the Wei Hai Wei Order in Council, 1901, the new Commissioner holds his office by Commission under His Majesty's Sign Manual and Signet. It is presumed, therefore, that he will be regarded on the footing of an ordinary Colonial Governor, and eligible for pension from Imperial funds, under the Governor's Pension Acts in respect of this service as Commissioners at Wei Hai Wei.
